All three officers received suspended prison sentences. “It’s a decision ... that we take as a victory,” said Antoine Vey, Luhaka’s lawyer, according to the daily Le Monde. The incident was followed by a week of protests in suburbs around Paris, many degenerating into violence. In the case of Théo Luhaka, Le Monde reported that Castelain, the officer who used the “telescopic baton,” was also banned from carrying a weapon or patrolling the streets for five years. The other two officers received similar bans for two years.

Oliver Bäte, chief executive of German insurance group Allianz. Nurphoto | Nurphoto | Getty ImagesA growing detachment between political leaders and populations presents the biggest risk in a busy election year, according to Allianz CEO Oliver Bäte. The Allianz Risk Barometer published this month noted that political risk was already at a five-year high in 2023, with some 100 countries considered at high or extreme risk of civil unrest. This is expected to deepen in 2024, amid continued economic hardship, particularly in "debt-crisis countries." "We have an increasing detachment of the political elite from the working class and the people that actually go to work every day, and that, I see as the number one risk for our societies," Bäte said.

PARIS, Sept 29 (Reuters) - An adviser to France's top administrative court urged it on Friday to reject a class action lawsuit against the state alleging police inaction on racial profiling, saying the government could not be held at fault over a lack of reform. Six human rights groups petitioning the Conseil d'Etat (State Council) argued the police discriminate against young Arab and Black men during routine patrols. The State Council, of which the public rapporteur is a member, is not bound by such opinions but follows the adviser's lead in most cases. A lawyer for the rights groups, which include Amnesty International and Human Rights Watch, urged the council not to follow the recommendation. The rights groups' case is supported by statements from 40 victims as well as police.

I moved from New York back to Paris in the summer of 2020, partly to get away from the spate of anti-Asian assaults that had emerged after the Covid pandemic. “But isn’t there just as much racism in France?” ask my U.S.-based friends, who need to believe they are living in the world’s most enlightened nation. The pandemic also saw a rise in anti-Asian incidents in France, as in many countries. So, no, France is not free of racism. Meanwhile, my life in France, as a somewhat assimilated fluent French speaker, is the closest I’ve ever come to the luxury of feeling like a privileged member of the dominant majority.

But his plan for normalcy was overshadowed by violent rioting this month after the fatal police shooting of a teenager. “The lesson I’ve drawn is, first, order, order, order,” Mr. Macron told the TF1 and France 2 television channels from New Caledonia, a French territory in the South Pacific — the first of several stops on a trip to Oceania this week. The officer who fired the fatal shot has been charged with voluntary homicide and detained. Thousands of cars were burned and hundreds of buildings were damaged, including schools, police stations and town halls. The unrest lasted less than a week but was rooted in deeply seated anger and mistrust toward the police in France’s poorer, minority-dominated urban enclaves.

Severe unrest has roiled France in recent weeks, with riots in multiple cities after a police officer fatally shot Nahel Merzouk, a French teenager of Algerian and Moroccan descent, in a suburb of Paris. This is part of a longstanding pattern, my Times colleagues Catherine Porter and Constant Méheut report. And although many politicians have promised change, many French people have found meaningful change to be elusive. As always, Times coverage is the best way to understand the news. Here is an explainer on the recent unrest, and here is a story that delves into why so many people in France identified with the young man who was shot.

Neither France’s Ministry of the Armed Forces nor its Ministry of the Interior has made a statement suggesting that the nation’s military is ready to arrest President Emmanuel Macron for treason, a French military spokesperson said in response to a false headline circulating online. A headline saying the French military is prepared to arrest Macron is circulating in the form of a screenshot, with examples (here) and (here). The current People’s Voice report quotes an authentic tweet by former Brexit Party politician Jim Ferguson saying: “There are unconfirmed reports that certain senior and serving French Military commanders have delivered an ultimatum to #Macron. No credible news outlets online have reported that either General Lecointre or General de Villiers issued such a warning to Macron (bit.ly/3pDDAdT) and (bit.ly/43ht4qy). There is no evidence that French military officials issued a statement indicating that they are ready to arrest President Emmanuel Macron for treason.

Paris protest over police violence banned in aftermath of riots
  + stars: | 2023-07-08 | by ( ) www.reuters.com   time to read: +3 min
PARIS, July 8 (Reuters) - Paris police banned a protest on Saturday against violence by the force, a week after France was rocked by riots sparked by the killing of a teenager in a suburb of the French capital. French authorities and politicians including President Emmanuel Macron have denied institutional racism within the country's law enforcement agencies. The demonstration against alleged police violence and racial discrimination was initially planned as a march in Beaumont-sur-Oise, another Paris suburb, where Traore died in 2016. Separately, the French foreign ministry on Saturday denied a UN Committee on the Elimination of Racial Discrimination (CERD) allegation of racial discrimination and excessive use of force by French law enforcement officials. "Any accusation of systemic racism or discrimination by law enforcement in France is unfounded", the foreign ministry said, echoing similar statements it has made previously.

The UK foreign office issued guidance for people travelling to France in response to unrest there, but it had not warned UK citizens not to travel to the country at the time of writing, contrary to online posts. Social media accounts sharing copy-and-pasted paragraphs of text about riots in France included the line: “Britain’s foreign office is now warning UK citizens not to travel to France.”Examples can be seen on Facebook here and here . However, the Foreign, Commonwealth & Development Office (FCDO) had not told UK citizens not to travel to France at the time of publication. There may be disruptions to road travel and local transport provision may be reduced. At the time of writing, the UK foreign office had not issued advice to UK citizens not to travel to France in response to the ongoing riots in the country of June and July 2023 following the shooting of teenager Nahel.

France has pledged to invest 12 billion euros in such urban renewal projects between 2014 and 2030 while many priority areas also benefit from other forms of government aid and subsidies. Researchers point out that total state support to poor areas nonetheless amounts to less than 1% of annual national output. Macron said this week that France would push ahead with urban renewal plans and look at ways to get faster results. Thomas Kirszbaum, a sociologist at Lille University who specialises in urban policy and integration, acknowledged that urban renewal efforts often lead to local improvements but did little to address a wider sense of discrimination. Instead, government officials argue that successive urban renewal plans have produced educational and other gains which allay a wider sense of social exclusion.

Paris/London CNN —Just weeks after hugely disruptive protests and strikes over pension reforms in France finally died down, businesses in the country are grappling with the fallout from a week of rioting. The riots, which were sparked by the fatal shooting of a teenager by a police officer last Tuesday, have already caused more than €1 billion ($1.1 billion) worth of damage, according to a French business association, MEDEF. Protesters have looted 200 stores and destroyed 300 bank branches and 250 smaller corner shops, a MEDEF spokesperson told CNN. French President Emmanuel Macron said Tuesday that he believed the “peak” of the violence had passed, according to CNN affiliate BFMTV. Sebastien Salom-Gomis/AFP/Getty ImagesThe French government is also considering ways to help businesses most affected by the riots, BFMTV reported, citing Finance Minister Bruno Le Maire.

And what does it tell us about French politics? “Currently, this fund complies with our terms of use because the funds will be paid directly to the family in question. Le Pen also tempered her rhetoric in response to this crisis, in what Marliere said was an attempt to appeal to more middle-of-the-road voters. While Zemmour called the rioters “scum” and called for some of their requests for French nationality to be refused, Le Pen spoke more sympathetically about the victim. “The Meloni strategy is very much what Le Pen is trying to follow in France,” Marliere said.

The clerks were on strike in the Nanterre courthouse, so the accused burglars, homeless thieves and domestic abusers had to wait. It was 5 p.m. by the time Yanis Linize was ushered into the courtroom, a few blocks from the traffic circle where young Nahel Merzouk was shot by a policeman just a week ago, setting off protests across the country. A bike courier from a southern suburb of Paris, Mr. Linize was swept up in the anger and emotion that erupted over the death, and the widespread perception that racial discrimination had played a role in it. He faced charges of issuing death threats to police and of promoting damage to public property. “I was angry because of everything that is happening,” Mr. Linize, 20, told the panel of three black-robed judges before him.

The interior ministry said 157 people were arrested overnight, down from over 700 arrests the night before and over 1,300 on Friday night. Three of the 45,000 police officers deployed overnight were injured, the ministry said, while around 350 buildings and 300 vehicles were damaged, according to provisional figures. The grandmother of Nahel, the teenager shot dead by police during a traffic stop in a Paris suburb, said on Sunday she wanted the nationwide rioting triggered by his killing to end. "We were modest, we hadn't have much, but we wanted to overcome it, we had hope that we would make it with hard work." At this stage, everything indicates the people who attacked his home were youths from the same suburb, he added.
